It's working for me (chrome / firefox + ABP + easylist + easyprivacy). Did you disable the other blocking extensions ?

Yes, I just tested again with only ABP active and only EasyPrivacy active. You need to clear your cache/cookies and retry then it'll be blocked.

I just tested with uBO + Chrome and the apply button is there.
