In my opinion these are self-advertisements.

Except for the third-party link on the name of the program (which can clearly be expected to link to its homepage), the featured area is pretty much just part of the site (it is even linking to the 1st-party program description page on the logo). On top of that it is relevant, not auto-rotated, only present on the main page, static, first-party hosted and unobtrusive.

Generally, it's easy to find "self-promotion" and supposed "content" we don't block that is more of an ad than this section, so I concur with Khrin in not blocking it.
