I'd like to know if it's possible to create a new filter list, example "Joe's Known Tech Scammers" and add known text support scam sites to it so that if an EasyList subscriber/user were searching for tech support online and clicked a link for one in their search, it would block it w/reason like it does for phishing sites.

There are several lists already that cover stuff like this in one way or another such as Malware domains etc.
You're welcome to create your own list if you feel that's inadequate. Several of us have them hosted on GitHub, myself included.

Hey @LanikSJ thank for your response! Instead of creating more "bloat" for the extensions to parse, how would one go about submitting a batch of urls to one of said lists?

Malware domains list should cover this, "Bloat" is only bloat because there is many fake sites and domains out there.
