While registering on this forum, the mail service "mail.ru" is not accepted and is called "throw away" service.

This service is not "throw away", it is most used and poular mail service in Russia and some other CIS countries. Mail.ru is much more than an e-mail provider, it is a big complex of services like mail, love, games, social, weather etc.

And mail.ru users have to register a "throw-away" email for this particular forum.

Okay I'll agree point taken. I've removed mail.ru. FWIW the list contains 1000s of throw away email domains.

If I see an increase in forum spam I will add it back in.

Spam from mail.ru? From what I can see they require a phone number to sign up (https://account.mail.ru/signup) like other major online services (Google, Yahoo etc.) which should probably stop spam uses.

It doesn't as just about anyone can sign up for free VoIP service and get a phone number. Better yet some services such as Yahoo only need your phone number for account recovery. Which means just about anything goes.

I see. I thought they didn't allow VoIP numbers, from what I know Google blocks VoIP numbers from being used.

You can create gmail account without phone number verification if you register through the google play store android app.

What @smed79 said. I've created a Gmail account for just about everyone in the family. Some of whom don't even have a cell phone.
