Didn't realize that such single digit IP Addresses still operated. Wonder who controls the others such as 2.2.2.2, 3.3.3.3, etc.; probably the old ISPs or registries.
The 1.1.1.1 seems to be controlled by APNIC as the article says.

Those single digit IPs are not operated specifically but APNIC owns them and lended those two to CloudFlare for running their own DNS resolvers in lieu of CF offering them all the research conducted on DNS as mentioned in the article.
