I don't think ABP can stop the interstitial, but Fanboy Ultimate either hid or blocked that ad, so I only saw the timer and the X button.
I didn't get any timer interstitial on eweek.com, only an overlay asking for participating in a survey (without a timer).
But generally, as arflech said, with interstitial we can only block the ads, the timer itself cannot be skipped.
