Can somebody explain what the rule in this changeset is about in regards to the "low speed" comment?

The comment was just for me to remember where the popup occurs.

The filter I added blocks ALL third-party popups on filepost.com (in contrast to the other added rule that will just block the noowmedia ad). I think blocking all popups on a filehoster is a good idea as they are very likely to change the ad in the future (see megaupload, isohunt etc.).

Ouch! I thought the first-party could detect blocked popups and thus force a slower download speed. :?
