Do you know any way of forcing YouTube's beta layout to appear? If not I'll just have to wait to get randomly selected to experience it again and that could take a month, maybe more.

Nope. It seems that YouTube's new material design layout is temporary rolled out to random visitors for testing purposes. I found some instructions online and it looks like the layout can be summoned by editing some cookie data. I'll try it when I have more time and get you a screenshot.

It seems like the privacy banner on the material design beta site is gone, for now at least.

I've forced an update of Fanboy's Annoyance List, the filter rule is now included in the filter and the privacy banner is still there, this time in the shape of youtube.com##.yt-consent

I think it's back, either that or Firefox Portable had some weird error, which is possible considering how weird YouTube behaved on this page with all of the white, empty space in the layout: https://i.imgur.com/CPSZEsv.png
The privacy banner was not visible in new YouTube tabs though.
