I think creating a new subforum would be better as it would increase discoverability of annoyance list and social blocking list.
If you only alter the description of "Filter Suggestions" subforum, people might not notice that.

How do you prove this? How can you know the website owner gets any goods or services for displaying something in his site? Most ads don't have a message next to it that says "this is an ad and I get money for displaying it".
