Did you purge + update all the lists ?

Yes, many times.

Kissanime.ru tells me to disable uBO when watching an anime eposode on the Mp4Upload server (at least) on Android. I can't watch it if I don't do it.

Can someone tell me why doesn't uBO work sometimes until I refresh the page or why do I see the ads for a fraction of a second or so until they're blocked?

Sorry, I didn't remember. At least those who install uBO will automatically have them unless they disable that list afterwards.

It looks like this site also has those picture ads which are present in other pt-pt sites (at least). In this case they're below "NOTÍCIAS RELACIONADAS (and they're the last 3 with the first 3 being news). If I block them new ones show up.

Are you sure it will work for all pt-pt sites and I don't have to add the other filters, and if so, could someone add them to EasyList so we don't have to manually add them?

Forget it. I closed the browser and I have it again on the other 2 sites. It's weird. I have it and afterwards I don't.

I forgot to say but I didn't even enablethe dynamic filtering in the first place. My Chrome's version is the 80.0.398.7.132 and the new Edge's 80.0.361.66 (both are x64). But if I do that I'll have to start from the beginning and block the unwanted elements from all the sites I had set not to mention I didn't memorize the filters I was told.

I cannot reproduce the issue, adguard maintainers neither. So, it's something on your side. Go into uBO settings, reset uBO to default, then purge all caches, update, test again.
