PHPBB Upgrade

There were some issues updating to latest version of PHPBB. Some extensions will look different:

Reputation System (the way to upvote a post has moved under your username)

I had to disable other extensions but I don't think anyone was using them

Also clickable rows aren't working right now but I'll get that done tonight
