These rules going to be added to the easylist so my plugin just pulls them in when it updates? Same for newstarget.com too?

I doubt .. just use them as custom filters.

Whats the point of the Easylist it your not adding to it?

Just provide the feedback on the filters above.
It's up to the easylist authors if they add or not all the filters.
