As I said, the decoded "adrunnr.com" are blocked ok by your previous 4 filters,
therefore, the additional "||adrunnr.com^$popup,third-party" filter is not needed, I think.

But, if you delete rarbg cookies and then open https://rarbg.to/index8.php and click the "Torrents" link
then you'll surely get 1 or 2 "about:blank" popups which don't get closed.
though I've set "Page Info|Permissions|Open Pop-up Windows --> Block" for https://rarbg.to.

sure, I did exactly like you :) I deleted ALL the cookies + local storage in firefox. Still no popup unmanaged by ABP.

I get one popup blocked by ||adrunnr.com^$popup,third-party https://vid.me/e/x2Hm

I believe you but I cannot reproduce it. As I said I delete ALL the cookies /local storage in firefox (my primary browser is chrome, so firefox is only for tests).
Can you reproduce the issue using firefox portable + only ABP ? and deleting all cookies, for all sites ?

I created a fresh FF profile (which essentially is the same as using FF portable) with only ABP with EasyList and the 4+1 filters by intense:

  • type rarbg.to in awesomebar, you'll redirected to https://rarbg.to/index8.php
  • click the "Torrents" link: the popup will be managed by ABP alright (i.e. the popup is quickly closed by ABP).
  • delete all rarbg.to cookies via Page Info|Security|View Cookies --> remove all cookies for rarbg.to.
  • close the rarbg tab
  • repeat the above procecure 5 or 6 more times: the popup will be managed by ABP during these these times.
  • from the 7th time and on, 1 (or 2) "about:blank" popups will be created (not be managed from ABP) every single time

Some more details:

I get no "about:blank" popups when repeating the above steps in Chrome 55. in fact I never got "about:blank" popups in Chrome using the rules by intense.
Therefore, it seems to occur in Firefox only.

Also, in Firefox, I do get "about:blank" popups (even without following the above steps)
if I visit https://rarbg.to/index8.php (and then click "Torrents") after some hours have been passed since last time.
Also, I had "about:blank" popups in https://rarbg.to/torrents.php a few times
while I was just typing/copying text in the "Search Torrents" textbox.

I tried your steps 15-20 times, nothing new ..
I 'm using cookies manager to delete ALL the cookies in FF.

You did it differently than me:
Each time, after you folow the "Torrents" link
delete cookies for rarbg.to only, not all cookies.

And, I deleted the rarbg.to cookies via Page Info|Security|View Cookies --> remove all cookies for rarbg.to.
I didn't use an add-on for this.

Here is a screenshot of the remaining cookies (Page Info|Security|View Cookies) at the 7th time,
right after the "about:blank" popups start to appear:

As you may see, the different cookie from your screenshot is that from imagecurl.com
And one of rarbg.to (expla3) is in red and strikethrough in your screenshot.

When you go on https://rarbg.to/ and click any link (or anywhere actually) in the page, it redirects you to another website, and reopen the page you were on in a new tab.

Once it is done it does not do that again until you wait a few hours.

Here we go again :| https://rarbg.to/torrents.php click somewhere and you'll be redirected to porn/ad website. After having the redirection done you will not have this until a long period of tume. I have the filters above.
