Question about Lanik.us rules

I'm not sure what is meant by "merits of moderation", thus I don't know whether I've discussed it in the past here or not. Can you please clarify this for me?
(Is that rule intended to do anything more than just forbid useless complaining/whining?)

Basically that's asking the mods why their topic has been moderated. Or complaining that it has etc. Make sense now?
