Annoyances List and Ultimate List different

Was thinking of switching over to Ultimate List but I noticed that not everything in Annoyances List is included in Ultimate List.
Why?

For most complete set of filters is it best to use the individual lists (Easylist, Easyprivacy, Enhanced Trackers List and Annoyances List) ?

I'm confused.
