IMDB tried something similar. It really isn't as easy as it sounds. It would also mean that a site would have to put everything in the same directory structure. What webmaster would want that disorganized mess to deal with?

The downside is that most element hides are "site specific" English-speaking domains ... which does little for,say, a strictly German-language user.

German users get to English-language sites occasionally, and even if not - no harm is done by rules that aren't being used.
