Those are not duplicates - the first does not block pop ups, the second does not block anything included by / embedded in a page.

to literally block all .ru domains: add to custom filters (note that's a "slow filter"...)

BTW I actually tried to use ABP to block entire TLDs once, and it turned out to be just completely useless and getting in my way.

Just realized that since I also use EasyList without element hiding rules and EasyPrivacy, another solution to this could be to offer Fanboy Complete list without element hiding rules. That also has the added benefit of making subscription management easier, as there would be two less entries to kee...

That reasoning makes sense, but why not put those filters in the Annoyances list instead?
